MIDDAY BRIEF, IN BRIEF
Today at Commission: Spitzenkandidaten, Eurogroup and bridges
Spokesman says system in place for selecting a president has been ‘a success.’
On the agenda: The Eurogroup, the Economic and Financial Affairs Council and the Foreign Affairs Council meetings are all happening this week. European Commission President Jean-Claude Juncker meets former Italian Prime Minister Silvio Berlusconi this afternoon. Also today, Palestinian President Mahmoud Abbas meets the EU’s foreign policy chief Federica Mogherini.
Trade: EU countries today released the negotiation mandate for upgrading the EU-Chile trade accord. The mandate can be found here.
On the possibility of an EU-Turkey summit next month: “Once we have news, you will be the first to know,” said Commission spokesman Margaritis Schinas.
On whether the EU will fund a bridge across the English Channel proposed by British Foreign Secretary Boris Johnson: Schinas said the Commission has a map of “trans-European networks as we have designed them,” but, Schinas said, “I have the feeling that this project is not there.”

On Austria taking the EU to court over its decision to allow Hungary to expand its nuclear plant Paks II: “We will be in court defending our decision,” said Commission spokesman Ricardo Cardoso.
On the Spitzenkandidat process to select the Commission president: “The view of the Commission is that the Spitzenkandidaten system was a success,” said Schinas. The system allows European Parliament groups to nominate a candidate to become the Commission president before EU elections, but some have called for it to be reformed.
The Commission, Schinas said, “will have the chance to present a meaningful substantial contribution” on the Spitzenkandidat process when European heads of state meet for an informal summit next month in Brussels.
