What’s most interesting in the paper is the clear and sombre tone. The Commission acknowledges it is in an existential struggle about its future thanks to multiple crises from migration to economy to Brexit, and noted that “Europe’s challenges show no sign of abating.”

The Commission describes a Union struggling with change: one that has doubled in size in 25 years and undergone three separate Treaty revisions, but which is sliding in global power terms and approaching a breaking point.

Against this backdrop the Commission sets out five ways forward to “provoke thinking” that it believes national governments and their citizens. must choose from.
